Background

The Cyprus Presidency has asked the European Economic and Social Committee (EESC) to draw up an exploratory opinion aimed at analysing how affordable housing initiatives can integrate measures to reduce energy costs for families and support vulnerable households.

In particular, the Cyprus Presidency would like to receive recommendations from the EESC on how best to achieve the ambition of tackling energy poverty while providing affordable housing across all regions and closing existing disparity gaps.

Housing and energy policies are strongly interconnected. Tackling energy poverty can significantly improve the quality of life for households, principally the most vulnerable.

The EESC is going to look at how European Affordable Housing Plans can provide a balanced approach ensuring that social objectives, such as access to adequate housing for low/moderate income groups, are pursued in parallel with the energy transition.

Flexibility needs will also be considered, so that all Member States can make the best use of EU guidelines and support.
