Permanent Group on Energy
The Permanent Group on Energy aims to link the EESC’s agenda on energy issues to the broader context of EU energy policy, while advocating a strong role for civil society in ensuring a successful energy transition.
Public participation in policymaking and implementation increases ownership, improves processes and supports the achievement of the EU’s energy policy objectives. To foster this dialogue, members of the Permanent Group organise hearings and conferences, and actively participate in events held by external stakeholders.
The Permanent Group on Energy has played a key role in preparing and debating own-initiative work in the energy field, while establishing networks with energy experts and policymakers in Brussels and beyond. It has also contributed significantly to strengthening the EESC’s position as a leading voice for citizen-centred energy systems.
In 2026, against a backdrop of heightened geopolitical uncertainty, accelerating climate impacts and persistently high energy prices, the Permanent Group on Energy is implementing a work programme focused on rapid decarbonisation and reducing dependence on fossil fuels. It promotes the clean energy transition as a driver of affordability, security of supply, competitiveness and reduced energy poverty, while contributing to the European Commission’s work on updating Energy Union governance.
Key priorities include identifying concrete actions to address the energy crisis and prevent future disruptions – with a focus on protecting and empowering consumers – supporting the shift to domestically produced clean energy and electrification – including for energy-intensive industries – and advancing a sustainable energy system, taking into account skills gaps and reskilling needs.
Additional priorities for this year include the role of cities and regions as frontliners of the energy transition, delivering locally managed renewables and actively promoting energy citizenship, as well as new forms of energy consumption and production, with authorities closer to citizens and businesses.
