Study: "Factors for growth"

The European Union is suffering from a weakened competitiveness compared to its global competitors. There are both internal and external reasons for this competitiveness deficit. The study shall provide a profound analysis of all the relevant factors, internal and external, contributing to the EU's lack of competitiveness. The study shall identify, for instance, ways to boost EU's and Member States' competitiveness and improve the business environment in the EU to create new opportunities for business and to promote growth. It shall also analyse how to improve governance within the EU.

In addition to identifying the current weaknesses of the Member States' and EU's competitiveness and their root causes, the study shall also analyse the strengths of the EU and its Member States. Also the opportunities as well as threats provided by global trends, the EU internal market and other existing structures must be covered.

On the basis of the analysis of the relevant factors, the study shall provide a source of up-to date information and data concerning different factors contributing to growth either negatively or positively. This information and data can be used as "a tool-box" i.a. for any growth and competitiveness related activities by the Employers' Group and the EESC.

Languages/geographical area

The study should be carried out in English and cover EU Member States.

Indicative calendar

  1. Launching of the invitation to tender: estimated timing is 24 March 2015
  2. Deadline for submission of offers: 10 calendar days following the launch of invitation to tender 
  3. Contract award: estimated timing is 30 April 2015
