    The Europe 2020 strategy's main problems can be seen in the areas of governance, the targets set, civil society participation and its implementation. The architecture of the strategy's governance has formalised a structural distortion in which economic aspects take precedence over social and environmental governance, subordinating the Europe 2020 targets to the macro-economic priorities of the European Semester. It is worrying that the Europe 2020 strategy does not involve organised civil society adequately, at either national or European level.

    The biggest challenge now facing Europe's economy is how to sustain the recovery that is now underway. This is the main message of the 2014 Annual Growth Survey (AGS). Its adoption kicks off the fourth European Semester of economic policy coordination in an environment where growth is beginning to return and Member States are making progress on correcting the imbalances that developed before the crisis.

    It is time to build the social pillar of the EMU within the framework of a social Europe, without which citizens' adhesion to the European project as a whole will remain at risk. The EESC recommends to launch a new European Social Action Programme with tangible measures to develop social governance and participatory ownership of the European project. The EESC would propose two new exploratory initiatives: - The issuance of European Social Bonds financed, owned, managed and supervised transparently by civil society stakeholders; - The setting-up of a European Education Network for Unemployed Workers.

    The 2013 Annual Growth Survey (AGS), which launches the European semester, sets out what the Commission believes should be the overall budgetary, economic and social priorities for the this year. Given the importance of the involvement of the organised civil society and the social partners in setting priorities for action at the national and EU level, the EESC issues its opinion as a contribution to the debates ahead of the Spring European Council.

    The EU needs to enhance the growth part of its overall strategy. This must be based on combining what the Member States can do at national level with action at EU level, anchoring these efforts in the Europe 2020 strategy and in our new governance structures.

    "The opinion is therefore based on the realisation that the handicap beleaguering Europe now is not so much delays in building its internal market as the need to establish a strong economic, industrial and technological identity in the context of globalisation. The EESC believes that discussion therefore needs to consider all the costs of non-Europe resulting from the failure to complete European integration. The approach advocated in the opinion seeks to reduce costs, optimise expenditure, maximise opportunities and provide an appropriate response for meeting current challenges and finding a positive way out of the crisis which will benefit everyone.     The Committee's opinion, prepared in view of the Spring European Council, comments on the Commission’s ‘Annual growth survey’ (AGS) 2012. In the first part, it deals with general issues related to the AGS such as: its focus on growth, on fiscal consolidation and on the implementation of reforms agreed in the framework of the European semester as well as the implication of organised civil society and social partners in the AGS process. The second part brings together specific contributions from various EESC opinions that were adopted in 2011 in relation to the five AGS priorities: pursuing differentiated, growth-friendly fiscal consolidation; restoring normal lending to the economy; promoting growth and competitiveness; tackling unemployment and the social consequences of the crisis; and modernising public administration. These comments update the EESC’s position on the AGS 2011 that was adopted in March 2011.

    The EESC opinion focuses on several issues in relation with the Europe 2020 Strategy: the reinforcement of governance, the improvement of communication and of its concrete implementation by the Member States. Issued in a particularly difficult context, when the Union is experiencing the worst economic, social and political crisis in its history, the opinion stresses the need to move from emergency measures to long term growth reforms. It considers that the overarching Europe 2020 Strategy is more important than ever since it offers a comprehensive agenda for reforms aiming to secure sustainable growth and making the Union more resilient in future. The EESC also reiterates that organised civil society and social partners' participation in the carrying out of reforms is determinant for their success and can encourage national administrations and the EU in delivering concrete results.
