Monitoring and reporting: CECED has set up and maintained a database containing an analysis of all models of DESWH placed on the community market by all participants. It is available to the European Commission and national authorities. The fulfilment of the objectives of the agreement is monitored by a notary who reports annually to CECED and the Commission. "CECED" entrust an independent consultant (hereinafter referred to as the Notary) to monitor on a notary base the production weighted average standing losses. The Notary service consists in consolidating the elementary data provided by participants and in releasing the results." (The Notary will never disclose the elementary data provided by the participants). CECED itself submits an annual report to the Commission including aggregated data as to the fulfilment of these objectives.
