Over-tourism, Short-Term Rentals and the Crowding-Out of Local Populations – Finding the Right Balance
Background
The exploratory opinion requested by the Cypriot presidency of the EU addresses the growing pressures caused by over-tourism and the rapid expansion of short-term rentals, which increasingly affect local communities, housing affordability, cultural heritage and fragile ecosystems across Europe.
The opinion builds on the EU Transition Pathway for Tourism, the EU Agenda for Tourism 2030 and the forthcoming EU Sustainable Tourism Strategy, which all highlight the need for more balanced, inclusive and sustainable tourism models. It also takes into account the proposed Regulation on Short-Term Rentals, which aims to improve transparency, ensure fair competition and safeguard residents’ rights within the single market.
