Die Europäische Kommission und die Interessenträger der Luftfahrt sollten wieder zusammenkommen, um die Ziele der neuen Verordnung über den einheitlichen europäischen Luftraum zu präzisieren, heißt es in einer kürzlich verabschiedeten Stellungnahme des EWSA.
Es ist nach wie vor fraglich, ob der Entwurf der Kommission ausreichen wird, um die ursprünglichen Ziele des einheitlichen europäischen Luftraums, d. h. die Reduzierung der CO2-Emissionen und die Verbesserung der Effizienz des Flugverkehrsmanagements und der Flugsicherungsdienste, zu erreichen.
Der EWSA hat dieses Thema in einer von Dumitru Fornea ausgearbeiteten und auf der Plenartagung verabschiedeten Stellungnahme aufgegriffen.
Während der Debatte erklärte Herr Fornea: „Die Funktion des Netzmanagers muss präzisiert werden, insbesondere im Hinblick auf den Gesamtumfang, die Auswirkungen auf die Flugplanung, das Kapazitätsmanagement, die Luftraumauslegung, die Umwelt und die Priorisierung bei der Nachfrage. Alle Interessenträger in der Luftfahrt sollten in wichtige Entscheidungen einbezogen werden. Der Grundsatz einer aussagekräftigen Konsultation muss Teil des Rahmenvorschlags sein.“
Die dramatischen Folgen der COVID-19-Krise für die Luftfahrt werden im Kommissionsvorschlag überdies gänzlich außer Acht gelassen. In diesem Zusammenhang empfiehlt der EWSA die Durchführung einer Folgenabschätzung, um die sozialen und wirtschaftlichen Auswirkungen der COVID-19-Pandemie sowohl auf Arbeitnehmer als auch auf Dienstleistungsnutzer gebührend zu berücksichtigen.
