A Comissão Europeia e as partes interessadas do setor da aviação devem relançar o debate para esclarecer o nível de ambição do novo regulamento relativo ao Céu Único Europeu, afirma o CESE num parecer recentemente adotado.
Com efeito, persistem dúvidas de que a proposta da Comissão seja suficiente para a materialização dos objetivos originais do Céu Único Europeu em termos de redução das emissões de CO2 e de melhoria da eficiência da gestão do tráfego aéreo e dos serviços de navegação aérea (ATM/ANS).
O CESE levantou esta questão num parecer elaborado por Dumitru Fornea e adotado na reunião plenária.
«A função do gestor de rede tem de ser clarificada, em particular, a esfera de competências geral e o seu impacto no planeamento das linhas aéreas, na gestão da capacidade, na conceção do espaço aéreo, no ambiente e na priorização das exigências. Todos as partes interessadas do setor da aviação devem participar no processo de tomada das principais decisões. O princípio da consulta significativa deve ser integrado na proposta-quadro», afirmou Dumitru Fornea durante o debate.
A proposta da Comissão também não faz qualquer referência às consequências dramáticas da crise da COVID-19 para a indústria. A este respeito, o CESE recomenda a realização de um estudo de impacto, a fim de ter devidamente em conta as consequências sociais e económicas da pandemia de COVID-19, tanto nos trabalhadores como nos utilizadores dos serviços.
