2030 Consumer Agenda

Background

The next Consumer Agenda 2025-2030, scheduled for adoption on 19 November 2025, will include a new action plan on consumers in the single market ensuring a balanced approach that protects consumers without overburdening companies with red tape.

The Agenda will identify the main priorities and put forward a list of consumer-related initiatives and actions, with a specific timeline and making use of various EU policy tools. An action plan on consumers in the Single Market will be an integral part of the Agenda. It will aim to ensure that consumers do not face unfair discrimination, keep benefits when crossing borders and are protected when buying goods or services in the Single Market. Exploring the opportunities for simplification and administrative burden reduction, while maintaining current levels of consumer protection, will also be an important aspect of the Agenda.

The Agenda will complement other key initiatives in the consumer area. In particular, one legislative initiative is planned: a Digital Fairness Act to tackle manipulative and unethical commercial practices in the digital space, reduce legal uncertainty for businesses, avoid regulatory fragmentation, and facilitate enforcement.
