The EESC issues between 160 and 190 opinions, evaluation and information reports a year.
It also organises several annual initiatives and events with a focus on civil society and citizens’ participation such as the Civil Society Prize, the Civil Society Days, the Your Europe, Your Say youth plenary and the ECI Day.

The EESC brings together representatives from all areas of organised civil society, who give their independent advice on EU policies and legislation. The EESC's326 Members are organised into three groups: Employers, Workers and Various Interests.
The EESC has six sections, specialising in concrete topics of relevance to the citizens of the European Union, ranging from social to economic affairs, energy, environment, external relations or the internal market.
The European Commission’s ‘Green Deal’ proposes to use public procurement as a tool to meet the goals of the Paris Climate Agreement. Such ‘green public procurement’ is necessary to move toward a carbon-neutral society. However, the Commission omits that public procurement which makes up to 11% of GDP can be a tool for a fairer, more equitable society and can produce sustainable growth. At present, the ‘green public procurement’ and social considerations are discussed in different DGs. An opinion by the EESC-CCMI could bring social and ecological considerations in regards to public procurement together.

Aviation is one of the sectors most badly affected by the Corona crisis and the EU Member States are willing to assist all economic sectors in the recovery process. Nonetheless, it is unlikely that global economic activities will regain pre-Corona levels in the near future. For this reason, the EESC calls upon the Commission to develop a comprehensive road map for the recovery of the entire European aviation sector; such an action plan should include dedicated resources to support all sub-sectors and their workforce.

The EESC welcomes the Commission's proposal for a Data Strategy that sets cross-sectoral data sharing as a priority and to improve the use, sharing, access and governance of data with legislative, sector-specific action. An ambitious Data Strategy can address the critical need to enhance EU data capabilities.

In this own-initiative opinion, the EESC calls on the European Union to develop a coherent and uniform approach to protecting unaccompanied foreign minors in Europe. It urges the European Commission to draw up a Directive on the protection of unaccompanied minors that serves the best interests of the child. The principle of "the best interests of the child" should take precedence over all other national and international law. The EESC calls on the Member States to evaluate minority based on a body of evidence, consisting principally of the declarations by the person in question, civil status documents presented and interviews with the person. Given that bone tests are not really reliable, the EESC calls for them to simply be stopped.

The EESC recommends that the Commission encourage all decision-making authorities to: create the conditions for access to energy for all, reduce energy poverty, and gather qualitative and gender-specific data with appropriate indicators; strengthen and enforce existing legislation; provide for a targeted policy on gender equality in the energy sector.

This opinion deals with three of four megatrends at the heart of the new Commission priorities: climate change, biodiversity loss and globalisation. While the European Green Deal will result in higher environmental standards with, for instance, stricter climate change targets, it is important that all Free Trade Agreements (FTAs) are not undermining these improvements by contributing to deforestation or biodiversity loss in other countries. As one of the world's largest importer of energy, agricultural goods and raw materials, the EU has contributed to deforestation and biodiversity loss in other countries.

The EESC, through its consultation and platform can offer an expert, objective view that identifies key priorities for future rural policy, thereby considering in particular the needs of the vulnerable regions. Rural-proofing needs to be reinvigorated alongside specific rural policies while transgenerational and smart community measures need to be mainstreamed.

This Opinion was proposed to provide timely inputs to the evaluation the European Commission is carrying out to assess the impact of the EU-Colombia/Ecuador/Peru Trade Agreement. The purpose of the evaluation is to provide an evidence-based report assessing the impact of the implementation of the Agreement. The evaluation comes five years after the implementation of the Agreement with Colombia and Peru and two years after its implementation with Ecuador.

On 5 February 2020, the European Commission published its Communication Enhancing the accession process – A credible EU perspective for the Western Balkans, proposing a new methodology for candidate countries of the Western Balkans with the objective to render the accession process more coherent, respond to concerns of certain Member States expressed in October 2019 and enable the enlargement process to continue.

The common foundation of any EU political engagement leading to an equal development partnership with Africa shall be based on a multidimensional approach, articulating the Sustainable Development Goals (SDGs), the respect of Universal Human Rights (UHRs) - including fundamental rights, the right to a healthy environment and the freedom to conduct a business.
The EESC advocates promoting a decent life and good prospects, creating a middle class and supporting equal partnerships by strengthening sustainable social-liberal democratic structures in Africa.

The health, economic and social crisis of COVID-19 has intensified the severity of the affordable housing crisis that Member States have been facing for years, particularly for homeless people, overcrowded households, residents of working class neighbourhoods and seasonal workers and immigrants – victims of housing conditions that have directly affected the infection rate in society. Although housing policy remains the competence of the Member States, the shortage of decent and affordable housing in the European Union requires a European action plan on housing that includes a comprehensive set of measures, which are easy for people to understand, to help Member States, regions and cities in Europe to sustainably boost the supply of social and affordable housing and effectively combat homelessness.

The EESC asks the Commission to strictly monitor progress in the deployment and real use of 5G and calls on the Member States to further accelerate the process and ensure a responsible implementation.
In particular, the EESC believes it is vital to assess the risk profile of suppliers and apply relevant restrictions for suppliers considered to be high risk. In addition, the EESC reiterates its suggestion of having at least two suppliers for each country, at least one of which is European, in order to ensure political security of data and respect for heath requirements.
The EESC recommends that European technological diplomacy be strengthened to enable the EU to ensure more balanced, reciprocal conditions for trade and investment, in particular as regards market access, subsidies, public procurement, technology transfers, industrial property and social and environmental standards.

The EESC proposes launching a European pact to effectively combat tax fraud, evasion and avoidance and money laundering. The Committee calls on the European Commission to promote a political initiative involving national governments and the other European institutions in achieving this goal, fostering the consensus needed for this and involving civil society. Cooperation between Member States should be the main pillar of the pact. The Committee urges the European institutions and the Member States to provide the financial and human resources required for the effective implementation of existing European legislation and to agree on a commitment to adopt all necessary new legislative and administrative measures to effectively combat tax offences and bad practices, money laundering and the activities of tax havens. This requires permanent evaluation of the outcome of implementing each measure.

This exploratory opinion was requested by the European Parliament with a view to a forthcoming Commission initiative on fair minimum wages. The question of Decent minimum wages across Europe is a complex and sensitive issue. It is important that any EU action is based on accurate analysis and understanding of the situation and sensitivities in the Member States and fully respects the social partners' role and autonomy, as well as the different industrial relations models.
The Commission's decision to create a Digital Single Market (to remove virtual borders, boost digital connectivity, and make it easier for consumers to access cross-border online content) is therefore a welcome move. But what does it mean for SMEs in practice? How will this affect their day-to-day running? And, given the lessons learnt from previous rapid changes, how do we make an "inclusive" success of the Digital Single Market?
Europe is embarking on a transition towards climate neutrality and digital leadership. European businesses can lead the way as we enter this new age, as they has done in the past.
Small and medium-sized enterprises (SMEs) are essential to Europe’s competitiveness and prosperity. Based on the new SME Strategy, the EU will support SMEs by:
encouraging innovation through new funding and digital innovation hubs as part of the sustainable and digital transitions;
cutting red tape by reducing barriers within the Single Market and opening up access to finance;
allowing better access to finance by setting up an SME Initial Public Offering Fund (with investments channelled through a new private-public fund) and the ESCALAR initiative (a mechanism to boost the size of venture capital funds and attract more private investment).
