The 2023 annual meeting of the presidents and secretaries-general of the national Economic and Social Councils (ESCs) of the European Union and the European Economic and Social Committee was held on 16-17 November 2023 in Madrid (Palacio de Fernán Núñez). Co-organised with the Spanish ESC, the topic of the debates was "Organised civil society: an active guarantor of the twin transition and participatory democracy".

Under the moderation of Mr José Moisés Martín Carretero, 3 sessions were organised:

  •  Session 1: The green and digital transitions & their economic and social consequences with a keynote speech by Mr Enrico Giovannini, Professor at the Rome University 'Tor Vergata' ans at LUISS university.
  • Session 2: State of play of the cooperation between the EESC and the national Economic and Social Councils and their activities
  • Session 3: How to strengthen participatory democracy in the decision-making process with a keynote speech by Ms Assya Kavrakova, Executive Director of the European Citizen Action Service (ECAS)
