The EU on the path to reaching the headline 2030 employment and training targets: the views of social partners and civil society organisations in a selection of EU Member States
This study was carried out by LMO members and staff in a selection of six Member States (Italy, Austria, Hungary, Poland, Portugal and Sweden) and was unanimously adopted at the September 2025 EESC plenary.
It puts forward recommendations from employers', workers' and civil society organisations on how to strengthen policies that boost employment and increase adult participation in training, in line with the European Pillar of Social Rights Action Plan and the EU’s 2030 targets.
The study also assesses the involvement of social partners and civil society organisations in policy design and implementation and showcases best practices from the six Member States.
The study aims to foster mutual learning and contribute both to the 2025 review of the European Pillar of Social Rights Action Plan and to the design of a new Action Plan.
