Balkans occidentaux

For the 19th time, the European Economic and Social Committee (EESC) and Montenegro held  the Civil Society Joint Consultative Committee (JCC) in at the EESC in Brussels on 27 November 2024. The JCC is a civil society platform established between the EESC and Montenegrin civil society. It complements with a civil society point of view the EU institutional framework related to the Stabilisation and Association Agreement between the EU and Montenegro. This joint institution allows civil society organisations on both sides to monitor the country's accession negotiations. It is also a platform to discuss issues of common interest and to inform the public at large on the challenges ahead during the accession period.

Main topics of the 19th meeting of the EU-Montenegro JCC were:

• Current state of play in EU-Montenegro relations: 2024 Enlargement Package and Montenegro Report, overview of the developments within the Berlin process
• Reform Agenda (RA) for Montenegro and the implementation of the New growth plan for the Western Balkans
• Montenegrin roadmap for fulfillment of the negotiation chapters’ closing benchmarks after the IBAR

• Overview of the civil society situation in Montenegro, including social dialogue

This years' meeting of the EESC's Western Balkans Follow-up Committee outside of Brussels took place on 15 October 2024 in the Europe House in Sarajevo, Bosnia and Herzegovina, and will include a hearing with the social partners and civil society organisations (CSOs).

The goal of the hearing was to listen to the views on the role of civil society in Bosnia and Herzegovina as well as to hear their concerns, and to convey these messages to the political authorities of Bosnia and Herzegovina and of the EU.

The Western Balkans Civil Society High-Level Conference will bring together EESC members, organised civil society representatives from the Western Balkan countries, and members of organised civil society and officials from Slovenia. It will mark 20 years of the biggest EU enlargement thus far, and 20 years since Slovenia joined the Union. The conference will be organised in close cooperation with and support from our partners and will complement the EESC’s work, such as the Western Balkans Civil Society Forum, which the EESC has organised every two years since 2006. The event will provide an opportunity for participants to exchange views on the needed reforms in the Western Balkans and in the EU to maintain enlargement policy as one of the most important EU success stories. It will also be an opportunity to discuss the current situation of civil society in the region and the need for its better inclusion in the accession process. The participants will adopt conclusions addressed to national authorities and European institutions.

La réunion de cette année du comité de suivi des Balkans occidentaux du CESE en dehors de Bruxelles aura lieu le 29 mars 2023 à Pristina, au Kosovo*, et comprendra une audition avec les organisations de la société civile (OSC) locales.

L'objectif de l'audition est d'entendre les points de vue sur le rôle de la société civile au Kosovo* ainsi que leurs préoccupations, et de transmettre ces messages aux autorités politiques du Kosovo* et de l'UE.

Les sujets suivants seront abordés lors de l'audience:

• 2023 Année européenne des compétences : compétences, éducation et politique de la jeunesse au Kosovo*
• État du dialogue social au Kosovo*
• Créer un espace civique au Kosovo*

The EU-Serbia Joint Consultative Committee (JCC) held its 15th meeting on 21 April 2023 in Brussels, Belgium. It is a platform established within the institutional framework of the EU‑Serbia Stabilisation and Association Agreement (SAA), enabling representatives of both the EU and the Serbian civil society to monitor the country's accession negotiations, discuss issues of common interest and point out concerns to be tackled on the Serbian path towards the European Union.

Pour la 15^e fois, le Comité économique et social européen (CESE) et le Monténégro tiendront le comité consultatif mixte de la société civile (CCM).Le CCM est une plateforme de la société civile établie entre le CESE et la société civile monténégrine. Il complète par un point de vue de la société civile le cadre institutionnel de l’UE lié à l’accord de stabilisation et d’association entre l’UE et le Monténégro. Cet organisme conjoint permet aux organisations de la société civile des deux parties de suivre les négociations d’adhésion. Il s’agit également d’une plateforme permettant de débattre de questions d’intérêt commun et d’informer le grand public sur les défis à venir au cours de la période d’adhésion.

Ce 15^e CCM abordera des questions telles que:

• État actuel des relations entre l’UE et le Monténégro, y compris le rapport 2022 sur le Monténégro
• Méthodologie d'élargissement révisée - Groupe 1: Les fondements du processus d'adhésion, avec un accent particulier sur les droits judiciaires et fondamentaux et le fonctionnement des institutions démocratiques
• Méthodologie d'élargissement révisée - Groupe 1: Les fondamentaux du processus d'adhésion, avec un accent particulier sur la justice, la liberté et la sécurité
• Aperçu de la situation de la société civile au Monténégro

Une déclaration commune sera adoptée lors de la réunion.La déclaration commune sera distribuée à toutes les institutions compétentes de l’UE, ainsi qu’aux autorités monténégrines.

It is a platform established within the institutional framework of the EU‑Serbia Stabilisation and Association Agreement (SAA), enabling representatives of both the EU and the Serbian civil society to monitor the country's accession negotiations, discuss issues of common interest and point out concerns to be tackled on the Serbian path towards the European Union.

La conférence de haut niveau de la société civile des Balkans occidentaux réunira des membres du CESE, des représentants de la société civile des pays des Balkans occidentaux, ainsi que des fonctionnaires tchèques et des membres de la société civile organisée. La conférence complétera les travaux déjà entrepris par le CESE en organisant tous les deux ans, depuis 2006, le Forum de la société civile des Balkans occidentaux.

Les principaux sujets à l’ordre du jour:

• La voie européenne pour les Balkans occidentaux: Feuille de route vers une perspective d’adhésion claire et le rôle des jeunes
• Contribution de la société civile à la politique de la jeunesse dans les Balkans occidentaux: défis et opportunités pour construire un avenir meilleur pour les Balkans occidentaux et amplifier la voix des jeunes des Balkans occidentaux
• Développement du capital humain dans les Balkans occidentaux
• Défis en matière d’emploi des jeunes dans les Balkans occidentaux
• Les jeunes des Balkans occidentaux en tant que force importante de la coopération régionale et de la promotion de l’intégration européenne

Les participants adopteront des conclusions qui seront adressées aux autorités nationales et aux institutions européennes.
