    Homelessness is the fourth most common reason given for poverty in the EU. It causes major personal tragedies, and also has significant social implications. If the number of homeless people was reduced, social costs would also decrease, and with better social inclusion Europe would progress. The right to housing is enshrined in many countries' constitutions. Still, there is no single and consistent method of collecting data on homelessness and the social integration of homeless people remains a very complex and difficult process. This EESC opinion, which focuses on both the effects and the causes of this problem, proposes measures to address it.

  • The European Anti-Poverty Network unveils the 2025 EU Poverty Watch at the EESC, highlighting the role of national and local strategies in the fight against poverty.

  • At its July 2025 plenary session, the European Economic and Social Committee (EESC) adopted a pivotal opinion calling for the creation of a robust, rights-based EU Anti-Poverty Strategy (APS). This strategy, requested by the European Commission, aims to eradicate extreme poverty across the Union by recognising it not as an unfortunate by-product of economic systems, but as a systemic injustice and a violation of fundamental rights.

  • The EESC:

    • Believes the APS should be intersectional and gender-responsive, based on a multidimensional definition of poverty
    • Recommends setting ambitious, measurable targets, including the eradication of extreme poverty, and framing poverty as a violation of fundamental rights

    As the voice of organised civil society, the European Economic and Social Committee (EESC) plays a crucial role in shaping policies that impact social and economic aspects within the European Union. The EESC's Section for Employment, Social Affairs and Citizenship (SOC) is preparing two key opinions: one will tackle the fight against poverty head-on, while the other looks at revising the European Pillar of Social Rights (EPSR) Action Plan.
