Ioannis Vardakastanis was born in Zakynthos, Greece. Throughout his life he has been a human rights campaigner, active at national, European and international level.

Ioannis Vardakastanis  has been a member of the European Economic and Social Committee (EESC) representing the National Confederation of Disabled People of Greece (N.C.D.P.) in Group III (since 2010). Currently he is the President of the Section for Economic and Monetary Union and Economic and Social Cohesion (ECO), which is one of the six specialised sections of the EESC.

He is also the President of the N.C.D.P., which is the umbrella organization of the Greek disability movement, and the President of the European Disability Forum (EDF), which is the umbrella organization of the European disability movement. Since 2021 he holds the position of the President of the International Disability Alliance (IDA), which brings together over 1,100 organisations of persons with disabilities and their families from across eight global and six regional networks.

Krister Andersson has been a member of the EESC since 2015 and is Vice President of Group I (Employers' Group). He is currently a member of the European Commission's Platform for Tax Good Governance. He is a Senior advisor to the International Chamber of Commerce (ICC) Sweden and a professor in Economics at Lund University. Mr Andersson has been an economist at the IMF and he has been Chief Economist of the Swedish Central Bank. Between 2013 to 2019 he served on the Permanent Scientific Committee of the International Fiscal Association (IFA).

David Bradbury is the Deputy Director of the OECD’s Centre for Tax Policy and Administration, where he plays a key role in the OECD’s work on taxation.

David, who is an Australian national, joined the OECD in April 2014 as the Head of the Tax Policy and Statistics Division, a position he held up until 31 October 2022.

David was a key contributor to the OECD’s work in securing the ground-breaking international tax agreement to address the tax challenges arising from the digitalisation of the economy, where he led the OECD’s work on the impact assessment of the two-pillar solution.

Before this, David was part of the team that delivered the OECD/G20 Base Erosion and Profit Shifting (BEPS) Project. David is a key member of the OECD’s cross-directorate team involved in the establishment and ongoing work of the Inclusive Forum on Carbon Mitigation Approaches. 

Prior to joining the OECD, David was a tax lawyer and then a Member of the House of Representatives in the Australian Parliament, where he also served in ministerial office, including as Australia’s Assistant Treasurer with responsibility for tax policy.

Michael Lennard is Chief of the International Tax Cooperation Section in the UN Financing for Sustainable Development Office and is also Secretary of the UN Tax Committee.  His work focuses on ensuring the fairness and workability of international tax norms for all stakeholders, including achieving greater developing country input into those norms, and encouraging cooperation to improve tax systems as a spur to sustained development that benefits all stakeholders in tax systems. In 2011 and 2021/22 he was selected as one of International Tax Review’s Global Tax Top 50, and the UN tax work more generally has been regularly so recognized.

After qualifying as a lawyer in Germany (Bavaria), Silke Bruns worked three years for the German tax administration in Mecklenburg-Western Pomerania before joining the German Federal Ministry of Finance in 2003. In this capacity, she spent 2005/06 at the Centre for Tax Policy and Administration of the OECD, focussing on tax treaty non-discrimination issues.

Mainly working in the area of international taxation, she also gained experiences in public relations, namely as a spokesperson for the Ministry of Finance in the years 2011 to 2013.

Since 2016, she is as Head of Division in charge of, amongst other international issues, the negotiation of tax treaties with EU/EEC Member States, fundamental issues regarding tax dispute resolution and the effect of European primary law on direct taxation

Monique is a highly experienced transfer pricing specialist with over 30 years’ experience focusing on dispute resolution and related international tax issues. Her practice involves handling tax and transfer pricing audit settlements, Advance Pricing Agreements and competent authority requests.

She has led Global Transfer Pricing and EMEA tax controversy teams at a Big 4 accountancy firm and an international Law Firm, worked for the US Internal Revenue Service (IRS) in their APA team and served as adviser to the US competent authority while in the office of the IRS’ Associate Chief Counsel International.

Monique contributes to and advises the United Nations Tax Committee since 2010. She assists the United Nations’ Financing for Development Office with training materials for tax authorities in developing countries and also trains tax inspectors for organisations such as the Inter-American Centre of Tax administrations (CIAT) and the African Tax Authorities Forum (ATAF). She contributed materially to the UN TP Manual’s Methods, Intragroup Financial Transactions and Dispute Avoidance and Resolution chapters.

She is regularly recognized - as tax disputes lawyer or transfer pricing lawyer of the year, or as a Highly Regarded transfer pricing practitioner (most recently by ITR World 2022).

Monique uses her expertise to educate the next generation of lawyers, and has been teaching transfer pricing at leading universities for the vast majority of her career. She frequently authors thought leadership materials and has published and contributed to 190 professional publications
