Summary:

The proposal for a 2028-2032 Euratom research and training programme (the ‘Programme’) is one of the instruments for delivering the policy ambitions outlined in the Commission’s proposal for the next long-term EU budget (2028–2034)  and it takes into account the political priorities for 2024–2029, as set out in President von der Leyen’s guidelines for her second mandate.

The Programme is an EU-funded thematic research and training programme operating in scientific and technical areas covered by the ‘Euratom Treaty’.

The proposal aims to support EU competitiveness in line with the objectives of the European Competitiveness Fund (ECF) and the Horizon Europe Framework Programme 2028-2034 (‘Horizon Europe’) by pursuing research on safe, innovative nuclear technologies for a prosperous, resilient and sustainable EU.

The Programme will complement Horizon Europe’s action for the development of the proposed ‘Moonshot Fusion’, aimed at overcoming the scientific, engineering and technological challenges to the deployment of fusion energy on the EU grid. Making progress on fusion energy requires state-of-the-art infrastructure. To this end, the Programme will continue to provide for Euratom’s contribution to the ITER project.
