Gist of the Commission documents

On 13 June 2016, the European Commission published three documents concerning the provision of financial assistance for decommissioning nuclear facilities and the management of radioactive waste for nuclear power reactors in Lithuania, Slovakia, and Bulgaria, as well as nuclear research installations on four sites of the Commission's Joint Research Centre. The three documents include two proposals for Council Regulations (COM(2018) 466 and 467 final) and an evaluation report by the Commission on the assistance programmes for the three countries (COM(2018) 468 final). The '466' proposal concerns the programme for decommissing the Lithuanian Ignalina reactor while '467' refers to programmes related to Bulgaria's Kozloduy, Slovakia's Bohunice, and the JRC's four sites.

The evaluation report ('468') comes to a positive overall assessment of the programmes in terms of relevance, effectiveness, efficiency, coherence and EU added value and thus recommends the continuation of the financial assistance, as laid out in the proposals for Council Regulations. Through the new proposals, the programming, monitoring and control system would be further improved and streamlined.
