The general objective of the 2014-2020 Consumer Programme was to ensure a high level of consumer protection, to empower consumers and to place the consumer at the heart of the internal market, within the framework of an overall EU strategy for smart, sustainable and inclusive growth.

The EESC is expected to contribute to the mid-term evaluation of the Digital Europe Programme by assessing its implementation in selected key capacity areas through the analysis of national stakeholders' contributions and the application of the 3 main criteria: effectiveness, relevance, inclusion of civil society and its added value.

Horizon 2020 was the EU's research and innovation funding programme for 2014-2020, with a budget of nearly €80 billion. The Commission intends to evaluate this programme in order to improve the implementation of current EU research and innovation measures and the design of future measures. It also fulfils the Commission’s legal obligation to explain how it has spent public funds (Article 32 of Regulation 1291/2013).
In response to the Commission's request for civil society's contribution to the evaluation of the directive, the EESC has consulted CSOs in the Member States. The Committee's conclusions address the directive's transposition, scope, effectiveness and potential revision.
Information report: Evaluation of the Consumer Credit Directive
The directive on services in the Internal Market was designed to promote competitiveness, growth and employment in line with the Lisbon Strategy. It has, at the same time, triggered an intensive debate on the form to be taken by the freedom to provide services. The effects of the Directive on national labour markets, social conditions and consumer protection requirements remain a highly controversial issue.

Following a request from the Commission, the information report seeks to provide input for the Commission's interim evaluation of Horizon 2020 and, in addition, of its Science with and for Society (SwafS) sub-programme.
The EESC's recommendations are based on the views of civil society organisations gathered by EESC Members through an online questionnaire and a number of fact-finding missions.

The information gathered and the interesting solutions proposed are the result of questionnaire responses, five fact-finding missions (Athens, Vilnius, Paris, Lisbon, Brussels) and an Expert Hearing.
