The European Economic and Social Committee (EESC) has adopted two complementary opinions in plenary that lay the groundwork for a more prosperous, resilient and financially empowered Europe. By supporting the Commission’s strategy for a Savings and Investments Union (SIU) and calling for a comprehensive push to improve financial literacy across the EU, the EESC is highlighting the need to combine more integrated financial markets with citizen empowerment. Together, these twin efforts aim to unlock untapped capital for investment, deepen the Single Market and enable all Europeans to benefit from informed financial choices.

At its July 2025 plenary session, the European Economic and Social Committee (EESC) adopted an own-initiative opinion calling for urgent action to address growing inequalities in access to healthcare across the EU. The opinion highlights how inflation, poverty, and systemic barriers are deepening health disparities, and urges both Member States and the European Commission to act decisively.

The proposal establishes the tenth Framework Programme for Research and Innovation, Horizon Europe, a key instrument for delivering the policy ambitions outlined in the Commission’s proposal for the next long-term EU budget (2028–2034) and the political priorities for 2024–2029. It places research and innovation at the heart of the Union’s economy and investment strategy, promotes simplicity and flexibility, enabling faster and more strategic EU spending through clearer rules and more transparent procedures for applicants and stakeholders.

The Defence Readiness Omnibus reflects the priorities set out in the White Paper for European Defence-Readiness 2030, which recognises that the Union’s current regulatory framework must be adapted to enable rapid capability development and deployment. The package includes a Commission Communication and a series of legislative and non-legislative proposals, covering both defence-specific and broader regulatory areas. It aims to remove bottlenecks in public procurement, permitting, reporting obligations, and cross-border cooperation.

The EESC welcomes the 2025 Strategic Foresight Report: Resilience 2.0, while underlining that future reports should also address radical disruptions. The EESC is uniquely placed to detect weak signals and underlying trends in strategic foresight and therefore its foresight-driven viewpoint should continuously feed into the Commission’s policy cycle. The EESC also calls for common, verifiable EU-wide metrics for socio-economic and institutional resilience. In this regard, the EESC is of the view that strategic foresight should also support sustainable and inclusive well-being as part of the European social model.
