Background
The Combined Transport (CT) Directive (Council Directive 92/106/EEC) is one of the instruments of the EU transport policy to support multimodal/intermodal solutions. It aims to increase the competitiveness of the combined transport, it clarifies the non-application of road cabotage restrictions on road legs, and provides financial support through fiscal incentives for certain combined transport operations. In order to be eligible for the provisions within the CT Directive, the movement of goods must meet a number of specific criteria as regards type of load units and distances.
In the Sustainable and smart mobility strategy of December 2020, the Commission foresaw a review of the regulatory framework for intermodal transport, including the Combined Transport Directive. The Commission seeks to simplify the rules for combined transport and to make it more attractive through economic incentives, while the overall objective remains encouraging the shift of goods from road transport to more environmentally friendly modes.
The revision is part of the Commission´s Greening freight package, which includes an initiative on international freight and passenger transport. One of its main objevtives is to increase the share of rail traffic by 2050.
