The EESC's recommendations on the reform and investment proposals formulated as part of the 2025-2026 European Semester cycle

Together with the Own-initiative opinion (OIO) ECO/692, this Information report will be a continuation of the European Semester Group's (ESG) work to consult annually national economic and social councils, social partners and civil society organisations from EU Member States on reform and investment proposals made in the context of the European Semester and their implementation in the Member States. This Information report will collect the views of social partners and civil society organisations in the Member States on the reform and investment proposals and their implementation, in particular those indicated in the 2025 Country-Specific Recommendations.

The rapporteur(s) of this Information report will rely on contributions from each Member State, which will be prepared/coordinated under the responsibility of "national ESG delegations" of three EESC members associated with the work of the European Semester group and representing each of the three groups (nominations for these "national ESG delegations" will be made separately). These "national contributions" to this Information report will be collected in an Appendix to this Information report, while the body of the text will describe observations, recommendations from organised civil society, general trends, particularities or differences observed in the Member States. In line with the EESC RoP, this IR will not contatin EESC policy proposals. Related EESC policy proposals will be presented in OIO ECO/692.

This Information report will be adopted at the EESC plenary session in April 2026, as a package with the OIO ECO/692, which will present the EESC considerations, conclusions and policy proposals based on this IR. If this package is approved at the plenary session, it will then be forwarded to the Commission, the European Parliament and the Council of the EU for consideration in the second part of the six-month cycle, which begins in May 2026.
