Study on "Combatting climate change: putting a price on carbon on the basis of economic and social criteria"

Background

The fight against climate change cannot depend solely on the European CO₂ market. The European policy for combatting climate change consisting of putting a price on CO₂ through the creation of an emissions trading market has failed for two reasons: a) because the economic crisis is the main cause of the decrease in emissions, as production has diminished and b) because the market on its own could not put a price on it.

What are the conditions for replacing the artificial price by a socially responsible price?

In other words, for moving from a price with a purely financial definition to a price with an economic, social and financial definition, as should be the case for every policy aiming at effectively combatting climate change.

Languages/geographical area

The study should be carried out in one of the EU languages and cover at least seven EU countries.

1. Launch of the invitation to tender: estimated timing is 28/07/2015
2. Deadline for submission of offers: 6 September 2015 at 24h00 (Brussels time)
3. Contract award:  estimated timing is  1 October 2015
4. Draft report: within 5 weeks after the signature of the contract by all parties
5. Final report: 1 December 2015
