General information

Similarly to seconded national experts (SNE), Cost-free seconded national experts are public sector* employees in their home countries who are seconded to the EESC for a fixed period, thus fostering the exchange of professional experience in and knowledge of European policies, communication and other areas of the activities of the EESC.

They are seconded from EU countries to the EESC via their permanent representations to the EU, following an agreement from their employer of origin. They must meet the same conditions to be candidate (see those conditions here) and can work in any service of the EESC.

However, cost-free SNEs will receive their income solely from their employer of origin and the EESC will not pay any allowances or costs.

* ‘public institution’ shall include all the central, federal and territorial administrative departments of a state, namely ministries, government and parliamentary departments, courts, central banks, local government departments, and the decentralised administrative departments of that state and its constituent authorities.
