Submission by Amnesty International Hungary, the Eötvös Károly Institute, and the Hungarian Helsinki Committee for the third cycle of the Universal Periodic Review of Hungary

Three Hungarian civil society organisations – Amnesty International Hungary, the Eötvös Károly Institute and the Hungarian Helsinki Committee – prepared a joint submission on the rule of law situation in Hungary in the framework of the third cycle of the Universal Periodic Review of Hungary in 2021.

The joint submission calls the attention to how the Fundamental Law is used to undermine the rule of law and human rights, the weakened constitutional judicial oversight of legislation, the systematic weakening of institutions protecting human rights, including the deficiencies in the operation of the Ombudsperson, the undermining of the independence of courts, and the lack of consultation and further deficiencies in the law-making process.
