Joint Submission to the 3rd Cycle of the Universal Periodic Review of Hungary by Civil Society Organizations Containing Follow-Up Information on the Rights of Persons with Disabilities

The report on the discrimination of people living with disabilities was a result of collaboration between the Hungarian Civil Liberties Union, Validity Foundation, AOSZ (National Association of People With Autism), the Önállóan lakni, közösségben élni (Independent living, community living) advocacy group and the Lépjünk, hogy léphessenek! non-profit association (advocating for paralysed children).

A significant issue is that it is more often common practice to put the people concerned into care or institutions with a large number of patients, rather than supporting them in their individual decision-making. A number of voters living with disabilities are stripped of their right to vote, children with disabilities are practically excluded from public education, and the closing of uninhabitable, overpopulated institutions is not progressing properly: even though they have started opening smaller institutions instead, the independent living of the people concerned  is still not facilitated, and there are almost no community-based services at all.
