A more agile institutional framework for the 2028 Single Market

Background

The opinion will examine how the EU’s institutional framework could become more agile and effective in delivering a deeper and better-functioning Single Market by 2028. Building on the direction set by the Letta and Draghi reports and the renewed political commitment of EU leaders, the opinion will explore ways to accelerate EU decision-making, strengthen the implementation and enforcement of Single Market rules, and improve coordination between EU institutions and Member States. It will assess practical options—such as institutional adaptations not requiring Treaty change, greater use of regulations, improved enforcement mechanisms and better scaling-up of successful national policies—in order to ensure that the Single Market can respond more effectively to rapid geopolitical, technological and economic changes.
