Background
The Governance Regulation, to be published by the end of 2026, will support the achievement of the 2040 EU target to reduce net GHG emissions by 90% compared to 1990 levels and advancing progress toward climate neutrality by 2050 exploring the need to broaden its coherence with new areas and strengthen its focus on emerging priorities. The Regulation will also support the EU competitiveness and reduce it dependencies, thus contributing to its resilience and preparedness.
To steer the massive investments needed for a green and competitive energy sector, the National Energy and Climate Plans (NECPs) must become investment plans that direct public and private funding to where it is most needed. Options include reviewing the type of information required in the plans, including on investment needs and their financing. It will also be explored how to make use of key performance indicators to better track progress towards achieving the energy and climate objectives.
The Regulation should support strengthened cooperation with and within Member States, notably to enable national implementation and more integrated EU/national planning. This goes hand in hand with an ambition to make the Regulation simpler and less administratively burdensome for Member States, the Commission and other involved stakeholders.
