Group on Fundamental Rights and the Rule of Law – End of Mandate Report 2018-2020

The Group on Fundamental Rights and the Rule of Law (FRRL) was set up in 2018 as a horizontal body within the EESC, and was tasked with enhancing the contribution of organised civil society in strengthening fundamental rights, democracy and the rule of law and responding to the shrinking civic space for civil society organisations.

The End of Mandate Report summarises the main activities led by the FRRL Group between 2018 and 2020. In addition to seven country visits (to Romania, Poland, Hungary, Austria, France, Bulgaria and Italy), the Group organised a stakeholders' conference in November 2019 and published a Report on the "trends in the EU from a civil society perspective". During these first two and a half years of activity, the FRRL Group also contributed to the adoption of several opinions related with fundamental rights and the rule of law under various sections, some of which were the opportunity to hold thematic hearings. It also developed relations with all relevant stakeholders, including grassroots CSOs, European civil society networks, social partners, representatives of various EU institutions and organs, Member States authorities and international organisations.

The FRRL Group End of Mandate Report proposes perspectives for future work in order to continue its contribution to the promotion of a "culture of the rule of law" in the EU.
