Background

The EU Preparedness Union Strategy aims to enhance the EU’s ability to anticipate, prevent, and respond to the new threats and crises.

It focuses on an integrated all-hazards approach, a whole-of-government approach, which brings together all relevant actors, across all levels of government (local, regional, national, and EU) and a whole-of-society approach, bringing together citizens, local communities and civil society, businesses and social partners as well as the scientific and academic communities. The Strategy proposes actions in seven areas: 1) Foresight and anticipation; 2) Resilience of vital societal functions; 3) Population preparedness; 4) Public-private cooperation; 5) Civil-military cooperation; 6) Crisis response coordination; 7) Resilience through external partnerships.

The Strategy complements and is complemented by other key EU initiatives, notably the Internal Security Strategy, the White Paper for European Defence Readiness 2030, the European Climate Adaptation Plan, the Critical Medicines Act, the Clean Industrial Deal, the European Ocean Pact, the European Democracy Shield, the Union of Skills, and the Union of Equality.
