Background
The European climate resilience and risk management initiative will set out an ambitious and comprehensive climate framework and plan for action to support EU countries, notably on resilience, preparedness and planning, and ensure regular science-based risk assessments. The climate and resilience framework will cover both EU and Member State level, while respecting proportionality, subsidiarity and simplification.
The initiative will be key to bolster Europe's prosperity, security and competitiveness. It will be guided by the principle "resilience by design" and promote economic and technological opportunities and good governance for climate resilience by using common climate reference scenarios, more harmonised risk assessments, enhanced planning and implementation, and more efficient monitoring, reporting and evaluation. Other key elements will include cross-sector climate proofing, finance and legal streamlining, referencing the European Climate Law and the Governance Regulation.
