Background

The Chips Act 2 is the revision and follow-up to the EU Chips Act. It is expected to build on the existing framework to further strengthen Europe’s semiconductor ecosystem—boosting investment, expanding capacity, improving resilience of supply, and supporting the entire value chain from research and design to manufacturing.

The EU’s competitiveness is closely tied to semiconductors. The Chips Act has been successful in attracting a number of manufacturing investments and in launching initiatives to help bridge the gap from the laboratory to the factory. Yet challenges remain, particularly in advanced manufacturing and AI chips. Further action is needed to strengthen the EU’s position across a broad range of chip technologies and along the full semiconductor value chain, including materials, equipment, design and manufacturing.
