A challenge for the Single Market: a European defence policy well balanced with the needs of citizens

Background

As a result of the ongoing conflicts and growing geopolitical crisis, the EU has been intensifying its focus on defence over the last two years. The 2024-2029 Political Guidelines of President von der Leyen recalled the lack of efficient spending in European military capabilities due to the need to complete the single market also in the defence sector. EU spending is disjointed, disparate and not European enough. The vast majority of defence acquisitions by Member States are made outside the EU, negatively impacting the single market. The proposed own-initiative opinion will explore, on the one hand, a dual approach, where investments in defence sectors are accompanied by investments in social policies to ensure effective security for European citizens; on the other hand, the impact of EU actions in the area of defence on the single market and social market economy as regulated by Article 3 of the TEU.
