Next generation of own resources
Background
The European Economic and Social Committee (EESC)'s ECO section has responded to the European Commission's proposal for a next generation of own resources for the EU budget. The proposal includes a new temporary statistical own resource based on company profits, and adjustments to the own resources proposals based the Emissions Trading System (ETS) and the Carbon Border Adjustment Mechanism (CBAM) compared to the original proposals from December 2021. . The EESC supports these efforts but emphasizes the importance of transparency, impact assessments, and a wider societal debate about EU own resources. The opinion is slated for adoption during the EESC's October 2023 plenary session.
Key points
In the opinion, the EESC
- calls on the European Parliament and the Council of the EU to adopt an adjusted package of own resources before the end of the current political term of office;
- acknowledges the need and urgency to add adjustments to the already proposed new own resources and put forward new additional own resources, and in this respect, recognises that, overall, the temporary statistical own resource could contribute to financing NextGenerationEU until the implementation of the "Business in Europe: Framework for Income Taxation (BEFIT)" mechanism;
- reiterates the need for a structural modernisation of the own resources system, which should support digital, environmental, and sustainable economic growth objectives;
