About

The Council for Public Benefit Work (Rada Działalności Pożytku Publicznego - RDPP) is an opinion-giving and advisory body of the Chairman of the Public Benefit Work Committee established on the basis of the Public Benefit Activities and Volunteering Act of 24 April 2003. The Council was set up on 27 November 2003.

RDPP is the only body institutionalising the principle of civil dialogue and cooperation between the public sector and the third sector.

Mission

The tasks of the Council include in particular:

  • issuing opinions on matters relating to the application of the Act;
  • issuing opinions on Government draft legal acts regarding public benefit activities and volunteering;
  • providing assistance and issuing opinions in the event of disputes between public administration bodies and public benefit organisations;
  • collecting and analysing information about inspections and their effects;
  • participating in inspection proceedings;
  • issuing opinions on public tasks, commissioning these tasks to be performed by non-governmental organisations and recommended standards for the implementation of public tasks;
  • creating, in cooperation with non-governmental organisations, mechanisms for informing about the standards on conducting public benefit activities and about identified cases of when these standards have been violated.

Membership

The Council consists of at least 20 members, including:

  • representatives of Government administration bodies and units subordinate to them or supervised by them;
  • representatives of local government units;
  • representatives of non-governmental organisations, unions and associations of non-governmental organisations.

The members of the Council are appointed and dismissed by the Chairman of the Public Benefit Committee. The term-of-office of the Council is 3 years.
