La colaboración del CESE con las organizaciones de la sociedad civil en Rusia se rige por los cinco principios rectores de las relaciones entre la UE y Rusia acordadas entre los ministros de Asuntos Exteriores de la UE y la alta representante de la Unión para Asuntos Exteriores y Política de Seguridad. Uno de estos principios rectores es el «apoyo a los contactos interpersonales».
El diálogo y el intercambio de experiencias entre los representantes de la sociedad civil de la UE y de Rusia contribuyen de forma significativa a la ejecución continua de la Asociación Estratégica UE-Rusia. El CESE ha adoptado un enfoque dual en sus relaciones con la sociedad civil rusa con el fin de colaborar con la mayor variedad posible de representantes de la sociedad civil. Por un lado, mantiene relaciones con la Cámara Cívica de la Federación de Rusia, su equivalente oficial en Rusia, y organiza, entre otras cosas, seminarios conjuntos anuales sobre cuestiones de interés para la sociedad civil de ambas partes. El otro socio del CESE es el Foro de la Sociedad Civil UE-Rusia, que reúne a otro conjunto de organizaciones de la sociedad civil.
El Comité de Seguimiento UE-Rusia es un órgano interno del CESE, que actúa como grupo director y se encarga de desarrollar y mantener relaciones y organizar reuniones y seminarios conjuntos con la sociedad civil en Rusia.

The EESC believes that Northern Dimension cooperation should not only comprise actors from governmental and regional levels but it should also involve business organisations, trade unions and non-governmental organisations. Civil society is an important Northern Dimension actor: the role of civil society organisations in the implementation of the different projects is essential.

EESCThe EESC has called for a European stimulus package for the labour market policy, amounting to 2% of GDP. We recognise that the "Compact for Growth and Jobs" adopted at the European Council summit in June 2012 is a first important step in that direction. This must be further fleshed out to create the needed room for manoeuvre for sustainable growth and employment across the Europe.

EESCA lot has happened both in the EU and in the countries of its close neighbourhood since the EU-led Black Sea Synergy initiative providing scope for regional cooperation was launched (in 2008).
A lot has evolved since the last Black Sea NGO Forum took place.
What did not change however is a vital need for civil society active engagement and mobilization of all parts of our societies to act together.
