State aid modernisation is of strategic importance for the EU in a highly competitive globalised economy. The EESC shares in its opinion the Commission's vision but considers that this ambitious reform needs clarification in certain respects. The importance of this reform and of the EESC's opinion is illustrated by the fact that the rapporteur was invited to meet personally with the Commissioner Almunia.

The EESC supports the general principles of this program but believes it should also strengthen the support and advice to SMEs in consultation with all professional organizations. The Committee also considers that promoting access to finance and encouraging an entrepreneurial culture should be the core issues of this new regulation.

Having SME policy as a horizontal priority is an indispensable way to address numerous, cross-cutting challenges that they are currently facing. Current trends cause bigger challenges for SMEs than for bigger companies. Therefore, it is high time for policy makers to act upon it. This was discussed at the conference "Placing European SMEs at a horizontal priority in post-2020 policy making process". The conference took place on 24 October 2019 in Chania, Greece and was organised by the Employers' Group, Chania's Traders Association and the Hellenic Confederation of Commerce and Entrepreneurship.

"An open economy and open society are key enablers of European prosperity, wellbeing and way of life" states the Helsinki Declaration on Open Europe. The declaration was signed by the EESC Employers' Group, the Confederation of Finnish Industries EK and Finland Chamber of Commerce during the conference "An open Europe – How does it benefit us all?" on 9 October in Helsinki, Finland.

El Comité Económico y Social Europeo presenta en su pleno de julio diversas propuestas para la agenda económica del próximo período legislativo (2019-2024) y recomienda que estas sienten la base de una nueva estrategia económica europea. Las propuestas del Comité pretenden desarrollar unas políticas económicas más resistentes y sostenibles en la UE, en un marco de gobernanza mejorado para la unión económica y monetaria.
