La UE debe hacer frente a la crisis climática mediante un enfoque triple: movilizar la financiación, involucrar a la ciudadanía y al sector privado y ejercer un fuerte liderazgo político. Este es el mensaje que transmite un Dictamen de iniciativa del CESE aprobado en el pleno de septiembre.
El Dictamen elaborado por Thomas Kattnig y Lutz Ribbe expone que, para satisfacer la creciente demanda de electricidad y cumplir los objetivos climáticos, la UE debe invertir más en sistemas de energía inteligente y renovable e infraestructuras de almacenamiento, y todo el mundo debe desempeñar su papel.
Según la Federación de la Industria Eléctrica Europea, Eurelectric, la UE debe duplicar las inversiones en la red eléctrica hasta alcanzar los 55 000 millones EUR al año y aumentar los fondos anuales destinados a la construcción de capacidad de generación limpia hasta los 75 000 millones EUR.
«Necesitamos una inversión pública masiva para realizar la transición energética y cumplir los objetivos climáticos, algo esencial para garantizar la seguridad del suministro, luchar contra la pobreza energética, mantener precios asequibles y crear puestos de trabajo», afirmó el Sr. Kattnig.
Por lo que se refiere a la futura organización de los sistemas e infraestructuras energéticos, el CESE apoya la intención de la Comisión de mejorar el diseño del mercado de la electricidad y apoya firmemente las evaluaciones del mercado para analizar el comportamiento de todos los agentes potenciales. «Para diseñar un mercado de la energía que funcione correctamente, es fundamental para la Comisión evaluar las ventajas y desventajas de la propiedad pública y privada o de la financiación privada de las infraestructuras energéticas», afirmó el Sr. Ribbe.
Para financiar las inversiones en infraestructuras, el CESE recomienda que se reduzcan los beneficios extraordinarios de las empresas energéticas y que se aplique una «regla de oro» a cualquier proyecto relacionado con la independencia energética. (mp)
