recommends two conceptual adjustments to this impressive financial support package: a) increasing the share of grants from the current proportion of 16% to 35% and b) increasing the minimum share of the total loan amount to be allocated to investments from 25% to 35%;
suggests that the Plan should allocate enough investment in research and development (R&D) in order to support the transition to the new model of economic growth based on higher value added and productivity;
draws attention to the importance of calibrating the Plan to Moldova's local and regional development needs as an indispensable condition for balanced and sustainable development across the country;
considers that proper funding should be provided for creating and ensuring the proper functioning of the economic and social committee in the Republic of Moldova, in line with the formal request from the National Trade Union Confederation of Moldova, the Confederation of Employers and Civil Society Organisations.
The first meeting of the Eastern European Domestic Advisory Group for Ukraine/Moldova/Georgia took place on 4 November 2025.
During the meeting, the EU DAG elected its presidency for the 2025–2028 term and held a tour de table to introduce its members and the organisations they represent.
It was likewise an opportunity for members to receive an update from the European Commission on the implementation of trade and sustainable development commitments and to discuss the draft joint statement adopted at the EU–Ukraine DAG-to-DAG meeting on 5 November 2025, which was subsequently presented at the Civil Society Forum on 12 November.
The 16th meeting of the EU-Moldova Civil Society Platform took place on 11 November 2025. The debate focused on assessing the state of play in the implementation of the EU-Moldova Association Agreement, as well as the progress made by the Republic of Moldova in childcare reform and the protection of the rights of persons with disabilities.
The Platform also discussed Moldova’s Economic Growth Plan, aimed at fostering a more dynamic, sustainable, and competitive economy.

This is the 2nd campaign on fighting disinformation that the European Economic and Social Committee (EESC) is organising as part of its overall project on disinformation to be implemented with the help of civil society.
The first meeting of the EU-Moldova Domestic Advisory Group (DAG) in the new 2023-25 term, will take place on 8 December 2023. The DAG will elect a new chair, discuss the progress in implementing the Trade and Sustainable Development Chapter and make proposals for a work programme for the new term.
