Guglielmo Loy, Confederal Secretary of the Italian Labour Union (UIL), Italy

Guglielmo Loy was born in Rome in 1956 and began his trade union activity in 1980 at the Research Centre of UIL- Latium Region, the structure of which he became General Secretary in 1991. In 2000 he was elected to the National Secretariat of the UIL Confederation, in charge of territorial, migration and local taxation policies, as well as coordinator – jointly with the UIL Regional Structures – for local development policies. In that capacity he has supported the processes to reform migration laws. Since 2007 he has also been responsible for cohesion policies and policies for the South of Italy, as well as housing, labour and training policies. In that capacity he has been the government counterpart for labour market reforms, with specific reference to the policies designed to detect the phenomenon of irregular work and regularize it, as well as social protection, training and apprenticeship policies. He has also represented UIL in the negotiations with government on labour market reforms. Finally, being in charge of territorial cohesion policies and policies for the South of Italy, he has also represented UIL in the partnership on the programming of European structural funds and he has signed the Memorandum of Understanding for the implementation of the national strategic framework. During those years, being responsible for local taxation, he has conducted several studies and analyses on local rates and taxes such as ICI, IMU, TASI, Tax/Fee for municipal solid waste, as well as additional regional and municipal additional income taxes.
