    Semiconductor chips are the essential building blocks of digital and digitised products. From smartphones and cars, through critical applications and infrastructures for healthcare, energy, mobility, communications and industrial automation, chips are central to the modern digital economy. They determine performance characteristics of digital systems, among them security and energy-efficiency – essential to the EU’s digital and green transitions. They are also crucial to key digital technologies of the future, including artificial intelligence (AI), 5G and edge computing, as set out in the EU’s 2030 Digital Decade.  Put simply, there is no “digital” without chips.

    The EESC:

    • welcomes this package of measures;

    • recognises that need to pay particular attention to the situation of smaller EU Member States, Cyprus, Ireland and Malta in particula;

    • stresses in particular the central role of a functioning, fair and efficient internal market;

    • welcomes the packaging requirements for UK products included in the package;

    • draws attention to the need for a timely and sustainable solution, which should be developed within the framework of the European Pharmaceutical Strategy.

    The "Reinforcing democracy and integrity of elections" package was issued by the European Commission in November 2021. The EESC was asked to address two of the three legislative components of the package: the revision of the Regulation on the statute and funding of European political parties and European political foundations, and a proposal for a Regulation transparency and targeting of political advertising. In this Opinion, the EESC welcomes the aims and motivation of the package but also suggests specific recommendations to make the text of the Regulations more ambitious. One of the main objectives of the Opinion is to promote conscious political participation by citizens and a role for civil society in ensuring transparent, accessible and honest political activities.

    • The EESC considers the five missions as high priorities for the EU and highlights that the competitiveness of Europe's industry is very important for their achievement.
    • At the same time, the EESC underlines the importance of considering the impact on EU citizens and encourages the Commission to strongly link activities to social policies and the European Pillar of Social Rights, taking in particular into account the special needs of elderly and vulnerable EU citizens.
    • The EESC strongly supports the idea of empowering 150 climate benchmark regions throughout Europe and therefore strongly recommends increasing the portion of the EU regional budgets earmarked for R&D from the current figure of 5% to a minimum of 10%.

    In this opinion, the EESC presents its view on the Commission's proposal establishing the European Health Emergency Preparedness and Response Authority. (HERA), whose mission is to prevent, detect, and rapidly respond to transnational health emergencies. The EESC welcomes this initiative but is concerned by the very limited role given by HERA to the European Parliament, regional authorities, health insurance bodies and civil society organisations and recommends their stronger involvement by adapting HERA structure and ensuring greater transparency with regard to the funds allocated and spent by and through HERA.

    Waste transport can involve hazardous materials that are harmful to human health and the environment. The EU therefore has rules in place on waste shipments (Regulation 1013/2006) and the Commission intends to review the EU rules on waste shipments.

    The EESC welcomes the Commission initiative for the strategy on business taxation in the 21st century. The EESC strongly supports and appreciates the fact that the Commission is aligning its work with the international discussions and agreements and encourages the Commission to pursue its Action Plan for Fair and Simple Taxation Supporting the Recovery Strategy. The EESC is calling for uniform and globally concerted and coordinated implementation of Pillars 1 and 2 of the OECD agreement.

    Through this Own-Initiative Opinion proposed by its Fundamental Rights and Rule of Law Group, the EESC expresses its deep concern regarding the way COVID-19 has impacted the life, safety, welfare and dignity of all of the people living in the EU and worldwide. The EESC recalls that the EU is based on common European values which are non-negotiable under any circumstances. Therefore, special measures to address the COVID-19 crisis should remain exceptional and time-limited and should not go against the rule of law or endanger democracy, the separation of powers and the fundamental rights of European inhabitants. The EESC insists on the importance of checks and balances like parliaments, independent judiciaries, and civil society in ensuring balances responses. It calls for an inclusive recovery process leaving no one behind and fostering participation, democracy and the implementation of the European Pillar of Social Rights.

    This own-initiative opinion is a follow-up to the EESC opinion on the Commission communication on Tourism and transport in 2020 and beyond.

    This follow-up opinion intends to contribute to a coherent set of long term EESC proposals aimed at the full recovery of EU tourism and transport. The opinion will focus on how to best manage crises in the tourism industrial ecosystem and on the lessons learnt from such crises. After several waves of the COVID pandemic, it is of utmost importance to rethink the tourism ecosystem in more sustainable terms and adopt relevant policy solutions, as well as a comprehensive package of measures.

    The EU is acting on its space ambitions by addressing two pressing issues: space-based secure connectivity and Space Traffic Management. Space technology is essential to facilitating our daily lives and contributing to a more digital, green and resilient future for our planet.

    The EU's Space Programme already provides valuable data and services for a wide array of daily applications, in support of transport, agriculture, crisis response or the fight against climate change, among many others.

    However, the EU’s space policy needs to constantly evolve and adapt to new challenges to continue enjoying the benefits space brings to our citizens. These new proposals will help safeguard the efficiency and security of our current assets, while developing cutting-edge space technology to strengthen the European space power.

    This exploratory opinion, requested by the French Presidency of the EU, has the following objectives:

    • Indicate how quality social dialogue could strengthen the prevention of accidents at work and occupational diseases;
    • Identify the specific actions that need to be taken to ensure effective implementation of Occupational Health and Safety (OSH) measures;
    • Describe the conditions for the concrete involvement of the social partners in OSH measures
    • Provide tools to support those involved in social dialogue in order to improve the management of health issues at work in regions and businesses;
    • Provide measures to strengthen social dialogue in OSH policies accordingly.

    The opinion will help facilitating the implementation of the Commission’s new strategic framework and EU OSH legislation.
