The provision made in the Youth Guarantee System regarding entrepreneurship has yet to be implemented in the Member States. The various options for steering young people into business therefore need to be identified.

Fostering entrepreneurship, creativity and mobility in education and training is a priority. Entrepreneurship paves the way for the more specific skills or knowledge needed by those setting up a social enterprise or a business.
