The EESC agrees with the proposal's general and specific objectives, as well as its principles of good governance. The CFP must ensure that fishing and aquaculture activities create long-term sustainable environmental, economic and social conditions, contributing to the availability of food supplies, implementing the precautionary and ecosystem-based approaches to fisheries management, aimed at exploitation of living marine biological resources that restores and maintains fish resources above levels which can produce the maximum sustainable yield, not later than 2015, all while meeting the requirements of EU environmental legislation. In order to achieve these objectives, the CFP must, in particular, eliminate unwanted catches of commercial stocks and gradually ensure that all catches of such stocks are landed.
In December 2010 the Committee adopted an opinion on the cultivation of GMO's in the EU, CESE 1623/2010 (NAT/480). The opinion was of a predominantly legal character. Nevertheless, it concerns an issue which is extremely complex in nature, and on which many different opinions exist between Member States. A long series of amendments were tabled on the draft opinion both in the Section and the Plenary. Furthermore, given the fact that the file is currently at the centre of discussion between EU institutions and that a total review of the EU legislative framework for GMO's is foreseen in 2012, the Committee may have to take a position again next year.
Therefore, the requesting body is of the opinion that the issue of GMO's merits a supplementary opinion to explore the state of affairs in biotechnology and shed some light on the more technical questions of its application.
The Committee welcomes the intention to radically reform the European Common Fisheries Policy (ECP) and in particular its objective to establish a de-centralised policy, less dependent on detailed decisions taken in Brussels and allowing more opportunity for local and regional involvement in fisheries management. However, the essential detail, clarity and sanctions regime needed for such a policy to work effectively is missing and needs to be included.
The Committee recommends the Commission to bring forward a comprehensive new package of measures to incentivise the massive new investment needed to deliver these new targets. The package should include a strengthening of the ETS as a cost optimising instrument for guiding investment decisions as well as other measures to: 1) promote energy efficiency in all sectors; 2) increase consumer awareness and capacity to use their purchasing power to favour low carbon goods and services; 3) support investment in the infrastructure that will be needed; 4) promote training and capacity-building in the key sectors.
