Initiative on virtual worlds, such as the metaverse
The Communication is intended to update the previous Communication (COM (2020) 102 final) adopted on 10 March 2020 at the dawn of the COVID-19 crisis, taking into account the latest developments related in particular to the pandemic.
The EESC welcomes the proposed regulatory initiative, which will have an indirect positive impact as it simplifies and speeds up cross-border judicial procedures and cooperation, and will also contribute to improving the functioning of the single market. It is worth noting that e-CODEX is not limited to e-justice. In anticipation of the future, the EESC recommends including a provision to open up the possibility of other uses by other public administrations, including for example the transfer of e-health records.
The EESC welcomes this package of new initiatives in a wide range of areas and advocates a European path to digitalisation by seizing the opportunities for the economy together with the protection of our data to ensure privacy and self-determination.
The annual Union work programme for European standardisation for 2020 identifies priorities for European standardisation. The EESC agrees with the Commission that standardisation is crucial to the strategy for the single market and that it should be constantly updated. Moreover, the EESC considers that there is an urgent need to modernise the European standardisation system to meet global challenges with an innovative process of cooperation.
AI systems must comply with existing legislation. It is important to identify which challenges can be met by means of codes of ethics, self-regulation and voluntary commitments and which need to be tackled by regulation and legislation supported by oversight and, in the event of non-compliance, penalties.
Blockchain technology contributes to achieving the Sustainable Development Goals (SDGs), empowers citizens, boosts entrepreneurship and innovation, improves mobility and cross-border opportunities for businesses while enhancing transparency for consumers. However, several challenges still remain to be addressed, in particular the urgent matter of providing legal clarity and certainty and protecting privacy.
