The EESC recognises the important role of transport as a driver of the EU economy and supports the European Commission (EC) in its ambitions to ensure that the EU remains in a leading position in clean, competitive and connected mobility in the future.

The EESC welcomes the fact that the EC is taking the initiative to clarify the regulatory framework on road transport and to ensure better enforcement and closer cooperation between Member States.

However, the EESC is of the opinion that the proposed changes to legislation on driving times and rest periods and on the posting of drivers fail to effectively address the identified problems in road transport in several aspects, including not making the rules simpler, clearer and more enforceable.

Social sustainability is achieved through the reaffirmation of the role and value of the European social model, which represents the identity and specificity of our continent and which guarantees high social protection and citizenship rights for all. The industry directly employs 500 000 people in high quality jobs (1 million adding indirect jobs) and consists of an ecosystem of large and small companies covering the entire spectrum of aeronautics. The EESC agrees with the European Commission about the need to modernise and simplify EU consumer policy and considers that the new legislative package contributes to bridging the gap created by the exponential growth of e-commerce, undermining consumer confidence and causing distortions to the single market.

The introduction of further risk sharing is to be accompanied by further risk reduction in the Banking Union. Both the EDIS and the relevant risk reduction measures have to be dealt with in parallel and without delay and actually put into effect. An EDIS will have a positive impact on the situation of individual Member States and banks by being more able to cushion local shocks. This may discourage speculation against specific countries or banks, thus reducing the risk of bank runs. At the same time it will further weaken the link between the banks and their national sovereigns. It is imperative that the existing legislative framework of the Banking Union is fully implemented by all Member States. It is important that the Commission carry out a comprehensive in-depth impact study in order to further strengthen the legitimacy of the proposal.

The EESC advocates the creation of an integrated European fund to combat poverty and social exclusion, based on the experiences of the Fund for European Aid to the Most Deprived (FEAD) and the European Social Fund (ESF). The current use of the ESF and the FEAD in the Member States should be monitored more effectively and the process should involve civil society organisations. Member States should make greater use of global grants and regranting, and treat in-kind contributions on an equal footing with financial contributions. A greater share of the resources allocated to operational programmes should be earmarked for projects with smaller budgets. The EESC is ready to develop – in cooperation with CSOs – a consultation platform to ensure better coordination of ESF and FEAD interventions and to enable discussion on the basic principles of a future integrated EU fund.

The Committee considers transparency essential as it is important for all parties, for the companies themselves, and for improving their image and boosting the trust of workers, consumers and investors. While the EESC recognises that most companies operating in the EU are indeed transparent and that investors and shareholders are increasingly paying attention to qualitative corporate social responsibility (CSR) indicators, it is important to focus simultaneously on both the effectiveness and scope of the information being filed and on its quality and veracity. The EESC believes that any further initiative on disclosure of information should include a common set of indicators and at the same time should take into consideration the nature of the company and the sector in which it is operating.

The EESC supports the Commission's initiatives to achieve "roam-like-at-home" from 15 June 2017 as well as its efforts to eliminate the failures of the wholesale roaming market.

However, pre-emptive measures will be necessary to prevent operators from compensating for the drop in revenue resulting from the abolition of roaming charges by increasing domestic charges or by means of other improper practices. The EESC also expresses serious reservations about the new possibility given to operators to negotiate "innovative wholesale pricing schemes" outside the regulated prices (caps) that would not be directly linked to the actual volumes consumed. Commercial negotiations based on flat payments are likely to lead to cartels and abuses of dominant positions.
