The EESC strongly supports the Commission's proposal – Next Generation EU – as a specific tool for a quick and effective recovery.

The EESC takes a very positive view of the Commission's two main decisions:

  1. to introduce an extraordinary financial recovery instrument as part of the multiannual financial framework
  2. to raise common debt, which will be repaid over a long period of time, and prevent the extraordinary financial burden from falling directly on the Member States in the short run.

The EESC strongly welcomes the fact that the newly proposed instrument should be closely coordinated with the European Semester process, and furthermore welcomes the Commission's proposal to introduce additional genuine own resources based on different taxes (revenues from the EU Emissions Trading System, digital taxation, large companies' revenues).

The EESC believes that equal access to healthcare, one of the main objectives of health policies, can benefit from digital support provided certain conditions are met: equal geographical coverage; bridging the digital divide; interoperability among the various components of the digital architecture (databases, medical devices); and protection of health data which must under no circumstances be used to the detriment of patients. The EESC highlights the need to develop and facilitate people's digital health literacy to encourage a critical approach to health information and to support the development of a nomenclature of reimbursable treatments and wellbeing services

The EESC adopted this opinion after in-depth work carried out during the four meetings of the study group. The opinion also reflects the national debates with civil society organisations carried out in all Member States between 2 September and 2 November 2016. These discussions were coordinated by three members of the EESC ('trios') from the country concerned, often in cooperation with the European Commission (15 debates) or the national economic and social council (7 debates). Participants came from a wide range of employers' and trade union organisations and other civil society organisations, as well as, to a lesser extent, from the academic world. A total of 116 EESC members and nearly 1,800 representatives of civil society organisations participated in the 28 debates. The conclusions/recommendations of the national debates have been grouped in the opinion, while the reports on the national debates will be published separately.
