The European Institute of Innovation and Technology (EIT) Regulation, adopted in 2008, sets out its mission and tasks, as well as the framework for its operation. This regulation was amended in 2013 to bring it in line with the Horizon 2020 programme.
For the period 2021-2027, Horizon Europe will be the Union program that will finance the EIT. Since a number of provisions of the EIT Regulation refer directly to the current Horizon 2020 program, these provisions need to be amended to make them compatible with the forthcoming EU Framework Programmes for research and innovation. It is therefore proposed to make the new EIT Regulation temporally neutral, so that it would in principle not be necessary to modify it at the end of each MFF or that the changes would be only minimal. It is proposed to amend it by means of the legislative recasting technique to ensure greater legal clarity and readability.

The EESC welcomes the proposal to use the passerelle clauses to establish a qualified majority in the Council and a co-decision system with the European Parliament. In this new set-up, the EESC could play an important role in supporting the trilogue and should be involved.
The EESC takes note of the Fourth Report on the State of the Energy Union (SEU), supports the objectives of the Energy Union and welcomes the emphasis on the engagement and mobilisation of EU society to take full ownership of the Energy Union.
The absence of economic and social convergence among Member States and regions is a threat to the political sustainability of the European project and all the benefits it has brought to European citizens. Developing economic and labour market resilience with economic, social, environmental and institutional sustainability should be the principle guiding policies. This will foster upwards convergence and fairness in the transition towards a climate-neutral economy while managing the challenges posed by digitalisation and demographic change.
The objective of the opinion, requested by the Romanian Presidency, is to explore which measures and initiatives should be taken at EU and national level in order to promote organised philanthropy and eliminate barriers within the internal market that are hindering the realisation of its full potential, so as to maximize its contribution to EU values, such as cohesion, social justice and European Policies, and to the competitiveness of the European economy.
The opinion is expected to feed into the Romanian presidency programme and into the political priorities for the new Commission.
The EESC is pleased to observe that many of its recommendations for the Horizon 2020 mid-term evaluation have been taken up in areas such as collaborative research and mobility, steps to strengthen innovation, overcome disparities among regions, promote science and innovation activities among citizens, remedy low success rates and reduce the administrative burden.
The EESC supports the Commission's Action Plan on financing sustainable growth, aimed at reorienting capital flows towards sustainable investment, and welcomes the legislative proposals stemming from it, on fiduciary duties, a taxonomy and benchmarks. The proposed gradual approach for its implementation, beginning with the work on a European sustainability taxonomy, is preferable. However, a subsequent extension of the initial taxonomy, based on environmental aspects, to social sustainability and governance goals will be necessary. Attention should be paid to the feasibility and proportionality of legal obligations.
The EESC welcomes the Third Mobility Package, however, it notes that the Commission's proposal is limited almost exclusively to road transport. In order to develop effectively sustainable and safe mobility, a more ambitious project needs to be developed, taking all available forms of transport into consideration, with a particular focus on intermodality in freight and passenger transport.
The EESC agrees with the vision outlined in the communication. It believes that in the course of the changes generated by digital transformation, people must be at the center of care. The digitalisation processes must help healthcare professionals to spend more time with patients. It must be ensured that healthcare professions are appropriately staffed with qualified personnel and equipped with appropriate digital skills. Digital tools must be a lever to develop new forms of organisation in health and care systems.
The majority of road accidents are down to human error alone, so a comprehensive approach to road safety is needed. It should cover driver behaviour, the working conditions and skills of professional drivers, and infrastructure.
