America Latină și zona Caraibilor

Încă din anii 1990, CESE colaborează cu organizații omoloage din America Latină și zona Caraibilor. Mai multe avize ale CESE s-au axat pe relațiile cu această regiune, la nivel regional, subregional și național. Printre prioritățile CESE se numără dezvoltarea organizațiilor societății civile, dezvoltarea economică și socială, integrarea regională și cooperarea în sfera multilaterală.

La nivel regional, CESE organizează reuniuni bienale între reprezentanții organizațiilor societății civile din Europa, America Latină și zona Caraibilor, care fac parte dintre evenimentele pregătitoare ce precedă Summitul UE-CELAC. 

La nivel subregional și național, au fost înființate mai multe structuri permanente. În 2009, CESE a instituit o masă rotundă a societății civile cu Consiliul economic și social din Brazilia, punând astfel la dispoziție un forum pentru dialog și cooperare continuă între reprezentanții societății civile braziliene și ai celei europene. Acordul de asociere UE-Chile a acordat Comitetului mandatul de a înființa un comitet consultativ mixt cu omologul său chilian de la nivelul societății civile, în vederea monitorizării acordului, comitet care a fost înființat, în cele din urmă, în 2016. În ceea ce privește țările din Comunitatea Andină, CESE participă la grupul consultativ intern care monitorizează acordul de liber schimb UE-Columbia/Peru/Ecuador. De asemenea, el participă la Comitetul consultativ CARIFORUM UE, care monitorizează Acordul de parteneriat economic CARIFORUM-UE. S-au stabilit relații permanente cu instituțiile omoloage ale CESE din cadrul Mercosur (Forumul consultativ economic și social) și din America Centrală (Comitetul Consultativ al Sistemului de Integrare Central-Americană).

The 6th meeting of the EU-Central America joint meeting of civil society Advisory Groups and Civil Society Dialogue Forum took place on 12 and 13 November 2020 virtually.

On Friday 13 November 2020,the Advisory Groups of Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and Panama, together with the European Union Advisory Group, met to debate and  address the concerns of all sectors represented in them, also taking into account the challenges ahead in the awake of the COVID-19 crisis on the two regions, and make recommendations to the Trade and Sustainable Development Board.

The fourth meeting of the EU-Chile Civil Society Joint Consultative Committee (JCC), established by the EU-Chile Association Agreement was held via a video conference on 27 November 2019. At this meeting, the members adopted a Joint Statement.

The JCC is made up of eighteen members, nine from the European Economic and Social Committee (EESC) and nine from Chilean civil society organisations. It is co-chaired by Josep Puxeu Rocamora, EESC member, and Roberto Zúñiga Belauzarán, Director, National Confederation of Micro, Small and Medium Enterprises (CONAPYME).

The fifth meeting of the EU-Chile Civil Society Joint Consultative Committee (JCC), established by the EU-Chile Association Agreement was held via a video conference on 15 May 2020. 

The members discussed topics of interest for both parties, such as the impact of the COVID-19 crisis on cooperation, trade and investment, decent work and informal economy and the Agenda for Sustainable Development; as well as proposals for strengthening of the role of the Joint Consultative Committee. The members adopted a Final Declaration on these topics.

The CC is composed of 40 (25 from the CARIFORUM side and 15 from the EU side) standing representatives of organisations of the civil society representing employers' organisations, trade unions, other economic, social and non-governmental organisations, including development and environmental organisations; and the academic community.

The Latin America Follow up Committee of the European Economic and Social Committee (EESC) held a Hearing on the EU-Mercosur Association Agreement: The views of organized civil society on 13 of November 2019.

The main purpose of the debate was to:

  • Assess the opportunities and challenges ahead of the implementation of the Agreement;
  • Evaluate compromises and possible impacts of the Trade and Sustainable Development Chapter of the Agreement;
  • Explore how the civil society and consultative structures should monitor the impact of the Association Agreement in terms of improving human rights and labour, social and environmental rights as well as a strict compliance with international conventions or agreements the parties have committed to.
