With the milestone Paris Agreement reached at the COP21 in December 2015, it is now also the role of non-state actors, including civil society: trade unions, businesses, NGOs; cities and other subnational authorities as well as local communities and citizens to work together to implement it.

In July 2016, the EESC adopted an Opinion Building a coalition of civil society and subnational authorities to deliver commitments of the Paris Agreement which addresses the issue of climate governance in the context of the implementation of the Paris Agreement and looks into the conditions for success of the climate actions by non-state actors, possibilities for scaling up and spreading of valuable initiatives as well as the potential hurdles to be overcome. Through this Opinion the EESC proposes to launch a broad coalition of politics, administration and civil society actors whose mission would be to minimise obstacles standing in the way of civil society climate action.

One month ahead of the opening of the COP22 in Marrakesh, this conference will provide a platform for a wide range of non-state and sub-national actors at the EU level to make their voices heard on the key elements for the implementation and success of the Paris Agreement. This participatory conference will also aim to deliver a strong message to the European Institutions on multi-stakeholder collaboration as enabler of accelerated implementation and the generalisation of concrete actions (scaling, replicating, extending) as well as a pathway for the practical implementation of many key components of the Paris Agreement.
