COVID-19 has shown how interconnected the world is. As part of global recovery, the EU wants to redesign how we connect the world to build forward better. The European model is about investing in both hard and soft infrastructure, in sustainable investments in digital, climate and energy, transport, health, education and research, as well as in an enabling environment guaranteeing a level-playing field.

The future French presidency of the EU has included this file among its main priorities in this area.

At the heart of European cooperation in the field of civil security is the Union Civil Protection Mechanism (MPCU), a mutual aid and solidarity instrument created in 2001 which has been adapted and strengthened over the years in reaction to crises.

Recent years have been marked by a persistent global decline in democratic values and the rule of law. While many differences remain and have to be acknowledged, North America has unquestionably been our closest historical ally in championing democracy and its values across the world. The arrival of the new administration in the US has provided a new momentum and a unique opportunity to build the new transatlantic partnership and jointly manage not only the internal, but also global challenges, especially with regard to powers which do not share the same values, such as China or Russia. President Biden's initiative to organise a Summit for Democracy at a time when autocracies are on the offensive is only the first step in building a strong international democratic alliance.

Key points

  • The EESC welcomes the Commission's communications adopted in 2020 in connection with the enlargement of the EU to the Western Balkans and agrees that integrating the Western Balkan partners into the EU represents a geostrategic investment in the peace, stability, security and economic growth of the entire continent. The Western Balkans are an integral part of Europe and a geostrategic priority for the EU.
  • The EESC welcomes the European Green Deal, which includes specific objectives for the Western Balkans, as well as the Guidelines for the Implementation of the Green Agenda for the Western Balkans accompanying the Economic and Investment Plan for the Western Balkans.

  • The common foundation of any EU political engagement leading to an equal development partnership with Africa shall be based on a multidimensional approach, articulating the Sustainable Development Goals (SDGs), the respect of Universal Human Rights (UHRs) - including fundamental rights, the right to a healthy environment and the freedom to conduct a business.
  • The EESC advocates promoting a decent life and good prospects, creating a middle class and supporting equal partnerships by strengthening sustainable social-liberal democratic structures in Africa.
  • The EESC highlights that the EU strategy on Africa must focus on Development and welcomes the African Continental Free Trade Area (AfCFTA).
  • The EESC reiterates the important role of organised civil society in the up-coming ACP-EU Partnership Agreement.
