Background

Following the publication of the European Green Deal, the European Commission published the Farm to Fork Strategy at the heart of the health and economic crisis linked to the COVID-19 pandemic. In a context that is permanently impacted by this pandemic, it is imperative that the Farm to Fork Strategy takes into account all the consequences of this crisis. In particular, this strategy must provide all the necessary guarantees to ensure the food security of the Union, in accordance with the objectives set out in the Treaties.

Ensuring food security at European level means ensuring the supply of quantity and quality to people, supporting the competitiveness of the food sector while taking into account sustainability challenges. This requires all links in the food chain to function, which is a daily challenge. The ability of the European Union to maintain its agricultural and food production and processing tools and to strengthen the robustness, sustainability and resilience of the food chain is a major challenge for the future of the Union and for the European project.

Among the areas of progress identified for the European agricultural and agri-food sector, which would make it possible to achieve these two objectives in a coherent manner, and which deserve further development, can be mentioned: Reducing input dependency, including synthesis, and improving the EU’s protein autonomy.

In this context, the upcoming French Presidency of the EU Council proposes that the EESC examine the following questions in greater detail in an exploratory opinion:

  1. What are the levers to be used at EU level to safeguard the competitiveness of European producers, with a view to ensuring both European food security and affordable prices for consumers?
  2. With a view to a sustainable transition of European food systems, what levers can help reduce dependence on inputs, including synthesis, and improve the European Union’s protein autonomy, within a framework to support the transformation of the agricultural sector?
